Does it work on a Samsung Frame TV?

Yes — played as a video from a USB stick (with repeat on), a media app or a laptop over HDMI. The Frame’s Art Mode itself shows still images only; the print of this work is made for that.

Is the loop really seamless?

Yes. The last frame flows into the first, so a screen set to repeat plays it for hours without a jump.

What is the difference between the two licences?

The home licence covers your own screens, private use. The venue licence covers public display in one business location, with the venue named on the certificate. Neither allows resale or redistribution.
